Herbert W. Armstrong contends that the church Jesus built would never emerge to the position of an organized, popular or universal church, but instead would remain a small, scattered, and persecuted flock composed of called-out individuals (begotten of God's Holy Spirit) who have totally surrendered to God's rule (as manifested in His written Word), allowing His laws to become written in their hearts or inmost beings.Another larger apostate church, steeped in paganism and the ancient Chaldean mysteries, termed Babylon the Great, under the sway of the false pretender angel of light, would always have a controversy with Christ's true church.
