David Grabbe, acknowledging that our speculations about the identity of the Beast in the past have been faulty, suggests that currently no nation, except perhaps the United States, can claim the role of a worldwide superpower. The phrase "the whole earth" does not consistently mean the entire earth, but instead the region around the Middle East in the region close to the Promised Land and Jerusalem. The world in which Nebuchadnezzar and his successors ruled did not constitute the entire globe. The prophecies in Daniel can take place without the need of a world-dominating power.
