Cost estimates in government programs have been colossal lies. Social Security and Medicare all promised modest revenue, but have grown to confiscatory without the previously promised social security account; all revenue goes into the general fund which Congress has spent a long time ago. God's prophecy in I Samuel 8 is being fulfilled right before our eyes; carnal human governments cannot be expected to keep their word ever. The lust for power overrides all good intentions.
