In the unfolding of God's divine plan, angels played a significant role in the giving of the law at Mount Sinai during Israel's departure from Egypt and the establishment of the Old Covenant. As recorded in Acts 7:53, Stephen declared before the Jewish religious leadership in Jerusalem that Israel received the law by the direction, or disposition, of angels. Similarly, the apostle Paul in Galatians refers to this event as being ordained by angels. Although their specific activities are not detailed in Exodus, it is evident that angels participated in some capacity, though the extent of their involvement remains a mystery. This angelic participation underscores their practical role in God's administration of His creation, revealing that He employs them with purpose in the governance of His covenant with humanity.

The role of angels in aiding the giving of the law at Mount Sinai is significant, as revealed in various scriptures. In Acts 7, it is stated that the law was received by the direction of angels, with the term "direction" also translated as "delivered," "given," or "put into effect," indicating their active participation. Deuteronomy 33 further illustrates this event, referring to the presence of holy ones, understood to be angels, numbering at least ten thousand, involved in the giving of the law and the establishment of the Old Covenant. This substantial angelic presence contributed to the awe and fear experienced by the Israelites at Mount Sinai. Psalm 68 describes the chariots of God, interpreted as a veiled reference to angels serving as drivers of God's military might, underscoring their vast numbers and involvement. Galatians 3 notes that the law was appointed through angels by the hand of a mediator, with translations emphasizing their instrumental role in arranging and ordaining the law. These accounts highlight why the Jews held angels in high regard, as the Old Testament clearly shows their strong representation during the pivotal events at Mount Sinai, even though detailed roles are not extensively documented.
