As recorded in Acts 7:53, Stephen declared before the Jewish religious leadership in Jerusalem that Israel received the law by the direction, or disposition, of angels. Similarly, the apostle Paul in Galatians refers to this event as being ordained by angels. Although their specific activities are not detailed in Exodus, it is evident that angels participated in some capacity, though the extent of their involvement remains a mystery. This angelic participation underscores their practical role in God's administration of His creation, revealing that He employs them with purpose in the governance of His covenant with humanity.
