This significant shift over 50 years reflects the influence of a socialized environment in New Zealand, which became a socialist state with the First Labour Government in 1935 and saw healthcare socialized through the Social Security Act of 1938. Initially, as long as leaders accepted the notion that circumcision prevented certain adolescent behaviors, they utilized government-controlled health facilities to enforce neonatal circumcision policies. Over time, as leadership became more secularized post-World War II, they dismissed the connection as superstition and used their control over the medical system to reverse these policies, making circumcision increasingly difficult to access. Eventually, neonatal circumcision was defunded by the state, leading to its virtual disappearance among the Ephraimite population within a few decades. This turnaround exemplifies the power of a welfare state to alter long-standing practices without public consultation or discussion, reflecting a shift away from religious values in a clandestine manner.
