Martin Collins, focusing on the designation of six cities of refuge in Exodus 21:12-13, finds a spiritual parallel outlined in God's annual Holy days, beginning with Christ as a refuge for us in the Passover and our making a refuge for others during the Feast of Tabernacles. The institution of cities of refuge, havens for those who have committed unintentional manslaughter, highlights the great importance God placed on the sanctity of life, especially in beings created in God's image. In the Ancient world, where blood revenge was widely practiced; a large number of people died violently. The cities of refuge prefigure Christ's final refuge from death, protecting us from Satan's murderous intentions. The elders of the city, Levitical priests, trained to counsel individuals in the ways of God, would examine the weapons used in the killing and would investigate the history of prior relationships between the killer and the victim in order to determine whether the verdict of manslaughter or murder be handed down. If the seeker of refuge were exonerated, he was confined to the city of refuge until the death of the High Priest, at which time he could return home. When Christ, our High Priest, died for our sins, we were set free and allowed to reconcile with our Heavenly Father. Besides providing refuge for the twelve tribes of Israel, these cities became a refuge for non-Israelites who had killed another person unintentionally. The cities of refuge did not provide protection for premeditated murderers, unlike the bogus 'sanctuary cities' created by liberal progressives, which protect law-breakers and felons instead of protecting the innocent. The code of law in God's sanctuary cities is universal, not one set of standards for one ethnic group and one for another. Christ is our place of safety; we have refuge in Him at all times. The names of these cities all represent aspects of Christ's character. For example, Kedesh signifies setting apart as holy (Passover) while Golan represents joy and dancing in the Millennium.

When the government of Norway recently deported terrorist thugs who had perpetrated rape and murder, the crime rate decreased 70%. The leaders of the American government have not profited from this insight but continue to blissfully dance with the devil. God is the author of borders, even among members of the same Israelite tribe, as evidenced by Joshua's distribution of land tracts among the descendants of Jacob's sons. The proponents of open borders and sanctuary cities are truly emissaries of a horrible sinister Beast power who deliberately wants to foment strife between peoples and pulverize culture, not desiring peace, but chaos and confusion. Political correctness and open borders are Satanic, totally opposed to God's orderly structure.
Ronny Graham, acknowledging that very few prophecies have occurred the way any of us had speculated, advocates that we take a balanced, far less dogmatic approach to prophecy, realizing, of course, that a full one-third of the Bible is prophecy, the majority of which has not yet been revealed, much less fulfilled. One prophecy which seems to be rapidly unfolding before us in the recent years is the one in Isaiah 3:12, warning of children as our oppressors and women as our rulers. During the past year, assessing the mayhem from the riots in Ferguson, Baltimore, and Cleveland, we acknowledge the oppressors to be mere youths, born into families in which the fathers have run away or have been driven out. Mothers of criminal youths cannot believe "why their babies have been shot." The liberal media characterize young shoplifters and thieves as 'protestors.' Tragically, in the black community 7 out of 10 youths do not have a father; 72% have been born out of wedlock. In the meantime, weak-willed and compromising men have abandoned their leadership roles in government and the church, and radical feminist women have rushed in to fill the void created by this 'leadership drain.' In our nation today, gangs (unsupervised young boys and , increasingly, girls) are responsible for 50% of all crimes, and the frustrated police are rapidly losing control. Political parties quarrel on trivial issues, and only a fraction of the current political leaders want to trust and acknowledge God for anything. Anyone with eyes and a modicum of common sense can see the prophecy of Isaiah 3:12 unfold before us.

Are we ready, at this stage in our spiritual growth, to apply chapter and verse all the biblical principles that apply in this case. In the last message, Richard Ritenbaugh enumerated seven such principles: (1) All authority for law and justice resides in God, (2) the breaking of any law incurs a penalty, (3) sinful actions have inherent cause-and-effect consequences, (4) God has relegated the execution of judgment to constituted authority, (5) everyone is equal under the law, (6) everyone must obey the same laws, and (7) jurisdictions should organize courts in a hierarchical manner to handle cases of increasing difficulty. In this sermon, Richard Ritenbaugh expands his enumeration of principles of godly jurisprudence. The principles of justice in Exodus 21:22-27, sometimes simplified to the "eye for eye' principle or lex talionis, that the punishment should fit the offence , has been applied differently from culture to culture, with the Muslims applying it literally, chopping off a hand of a thief, while the Israelitish cultures apply the principle of proportional or monetary restitution. Jesus Christ applied a much higher standard in the Sermon on the Mount, based upon mercy and forgiveness—a standard that not even His followers, burdened with human nature, can yet attain. The monetary penalties prescribed by Old Testament law were intended to serve as deterrents to crime, as were the stern laws imposed on false witnesses and any form of perjury. The Founding Fathers of the United States used biblical principles in the judicial system of the colonies, deriving 34% of their quotations and allusions from the Bible for their documents. The Puritans studied the scriptures assiduously, believing that if their principles would be incorporated into our laws, government would function smoothly and effectively. Sadly, those principles which were once implemented into our laws are being corrosively eroded and destroyed, as is manifest by the Supreme Court's endorsement of Roe vs. Wade, ushering in legalized murder on a massive scale. God created the universe, giving laws that would sustain life and promote happiness. All authority for law and justice resides in God; when God is taken out of the picture, darkness and chaos dominate. God clearly delineates good from bad and right from wrong. What He commands is good. The things which God forbids are bad for us. If God says something, it should never be thrown aside. Laws have penalties when they are transgressed. God, not a hanging judge, prefers that a sinner repents and gives them time to change and repent. God's laws, designed to create a better life and more perfect life and character, are not an end in themselves, but should become integrally a part of us. When sin becomes woven into our character, life becomes complicated; sin or crime has domino consequences, rippling through many generations. We never commit sin in a vacuum, but inevitably involve our family and ultimately bring curses to the rest of the entire human family. Sin destroys life. John Ritenbaugh reveals that God intended land to be the basis for all wealth, desiring that families should own and retain property. The Jubilee Laws indicate that God never intended any kind of state collective (or corporate) ownership of property, but that families should retain what has been given to them. The Federal Government, through confiscatory taxes, has violated the commandment against stealing- modeling theft for society at large. Wealth accumulated by honest work and diligence will be blessed, but hastily acquired by any kind of theft or dishonesty will be cursed.
John Ritenbaugh focuses upon a singular disaster to befall modern Israel, involving captivity-largely as a result of its shameless toleration of rising violent crime. God ordained capital punishment, but because of the flawed legal system, with the exceptions for insanity, youth, and police mistakes, the deterrent value has been rendered ineffective in modern Israel. The prison system, actually producing academies for learning crime, is pitifully inferior to God's system of justice. Nevertheless, resisting civil governmental authority (a buffer against chaos) is tantamount to resisting God's authority. People who reinforce in themselves the habit of rebellion (resisting God's as well as man's authority) will be mercifully terminated in a lake of fire. Jesus, by emphasizing the spirit of the law, places deterrents on the motive- preventing the actual murderous deed from ever taking place. Brooding anger, bitterness, resentment, revenge, and scorn constitute the activating motives for actual murder. We need to develop the maturity and faith to allow God to take vengeance rather than presumptuously taking this prerogative upon ourselves. Christ teaches that we also need to learn to (with the help of God's Holy Spirit) proactively promote peace by attending to the physical needs of our 'enemies,' responding as Christ would respond.
John Ritenbaugh, expounding upon the sixth commandment, focuses upon the curious aberration of 'holy wars,' killing in the name of religion, or the motivation for waging 'just' wars. God has never given mankind the prerogative to determine whether war is just or not. Because God has supreme sovereignty and authority over all government, we are subject to (the sanctions and penalties of) all governmental authority, but are obligated to obey the highest authority- namely God Almighty. God promised the children of Israel that if they would obey Him, He would fight their battles for them- driving their enemies out. Ancient Israel's choice to go to war was not sanctioned by God. Likewise, God has promised to protect us upon the condition of our unconditional obedience to our covenant with Him. We have the responsibility to trust God unconditionally.
John Ritenbaugh insists that, when it comes to the consequences of sin, "there ain't no free lunch" (likewise there is no such thing as a victimless crime.) Children (actually all of us) need to learn that we often suffer the consequences of other people's sins. Children, because of their failure to connect cause and effect or time connections, do not seem to comprehend the devastating long-range consequences of sin. Only the immature think they can escape the penalties of broken laws. God's Law is immutable and unchanging. Parents need to teach their children to consider the long-range consequences of current behaviors, chastening and disciplining them while there is hope. The historical testimony of the scriptures reveals that God's purpose or counsel cannot be altered and that His judgments are totally impartial. If we, as parents, realize these principles, we will rear our children to fear God and respect authority. Children must be taught the long-range as well as the short-range cause/effect relationships between sin (or lawbreaking) and the deadly certain penalties that follow.
John Ritenbaugh reiterates that since a nation is, for the most part, a family grown large, respect for the fifth commandment constitutes the basis for all good government. The family provides the venue for someone to learn to be hospitable and to make sacrifices for one another, learning the rudiments of community relations. For the child, parents stand in the place of God in the family structure, as the child's creator, provider, and teacher. Successful parenting involves sacrifice and intense work. The quality of a child's relationship with his parent (as well as the quality of parenting) determines his relationship to the community as well as to God. Compliance to the fifth commandment brings about the built-in, promised blessing of a long quality life. Our obligation to honor and to take responsibility for the care for our parents (as well as those more elderly than we are) never ends.
